L short-term residence permit Conversion to a B residence permit
The L short-term residence permit is a residence permit for foreign nationals who are staying in the Canton of Basel-Stadt for a limited period of time, usually less than one year, for a specific purpose of residence with or without gainful employment.

The L permit for gainful employment is converted into a B permit if proof of permanent employment or employment limited to at least 365 days is provided. The agreed minimum workload and the duration of employment must have been bindingly guaranteed in the employment contract.

Applications for an extension of the L permit for gainful employment or its conversion into a B permit must be submitted in writing to the Cantonal Migration Office at least three weeks before the permit expires.

Documents to be submitted: Written application (letter) for extension of the L permit or conversion to a B permit (no special form is required). Copy of the employment contract or declaration of employment signed by the employer and employee. Copy of valid passport or valid identity card.

Convert F status to B residence permit
Have you been granted asylum? Are you temporarily admitted to Switzerland? Or are still in the asylum process and in possession of an F permit (temporarily admitted person), you can apply for a residence permit (B permit) under Art. 84 para. 5 of the Foreign Nationals and Integration Act (FNIA) (hardship case), provided you have resided in Switzerland for the last five years.

After a stay of at least five years, applications must be examined in depth, taking into account integration, family circumstances and the reasonableness of returning to the country of origin. The change of status F to B is a hardship permit. There is no legal entitlement to the granting of a residence permit.

Your application will be examined according to the following criteria:
1. An uninterrupted stay in Switzerland of at least five years 2. Proven identity
3. Compliance with public safety and order (no debt enforcement proceedings,
no certificates of loss, no violations of legal regulations)

4. Respect for the values of the Federal Constitution
5. Language skills (oral skills at least at reference level A1)
6. Participation in economic life or acquisition of education (for at least one year)
7. Family situation, in particular the time of school enrolment and the duration of the children’s school attendance 8. State of health 9. Possibilities for reintegration in the country of origin

Note: There is no entitlement to the granting of a residence permit; any granting of a permit
is at the discretion of the authorities. Each adult family member must submit a personal application.
